A new management model was created, in the arsenal of which the optimized structure of the administration, a collective and collegial discussion of the problems and prospects of development, the clarity of formulating tasks to structural units, the introduction and effective functioning of the system for monitoring the execution of instructions.

As well as phased planning of solving current and promising problems, organizing their implementation through orders and decisions, strict control over their implementation, assessment based on labor results. The first and main condition for development, especially in the context of a lack of financial resources, was the adoption of measures aimed at increasing the economy of the district.

In the future, we plan further improvement of the administration system in the area, the purpose of which is to increase the role of the administrations of the district and settlements, as well as organizations and structures of federal and republican bodies in solving problems on socio-economic, spiritual and moral development and improving the material well-being and social status of residents of the region.

How does the agro -industrial complex develop and what are the results of the last 10 months? Today, in the area there is a dynamics of growth according to the main indicators: the amount of cattle and MPC has increased, milk yield is growing, more meat is produced, and crop yields have increased. For 10 months of this year, each cow has received 81 kg more milk, gross production was increased by 29 tons compared to last year, 11 tons were produced more than meat.

The yield of sunflower is almost twice as much as last year - 12.3 centners per hectare. But the development of the economy should not be closed in only one agricultural industry.

It is necessary to develop industry. We conducted an analysis of the prospects for the development of industrial production. As part of the implementation of priority development projects of the republic, an investment platform for the construction of poultry farm Timur Umarov was provided. As a result, within six months, after launching the enterprise, 73 tons of meat were sold, which in terms of per capita is 1.5 kg.

This is a very great success. After discussing the administration specialists, it was decided to assist for the further development of the enterprise, creating the conditions for its expansion. The inhibitory factor was the issue of transferring the premises located on the balance of the Minghine of the Republic of Medical University. Now intensive work is underway to implement the technical part of the expansion project and by the spring of next year it is expected to open additional jobs and the production of products that meets all technological standards will be started on the country's scale.

The volume of planned investments will be about 25 million. Also, on this priority project in the area this year, two concrete mini-plants began to function. For 6 months of the year, the volume of production of these plants amounted to cubic meters of concrete. When reaching the design capacity, production will be increased to cubic meters of concrete, as well as new jobs.

The volume of tax revenues to all budget levels will amount to more than 1 million rubles. In addition, in the area there is an actively undergoing project for the development of the Republic of Dagestan “Effective Agro -Industrial Complex”. Since the beginning of the year, gardens were laid on an area of ​​5.5 hectares: 1.5 hectares-in the agricultural-production cooperative "Chapaeva", 1 ha-in the SPK "Victory", 2 ha-in LLC "state farm Almak", 1 ha-in the peasant farm of Sharabdin Abdulazizova.

Planned indicators are stable. On the birdhouse complex of Timur Umarov, in the future, when reaching full design capacity per year, it will be produced up to tons of poultry in live weight, the development of production also means the creation of new jobs. The district clinic is designed for visits on a shift, there are 2 medical outpatients, 5 feldsher-midwife points, 9 paramedic points and 2 ambulances. Our most acute problem is a disproportionate to the population of the regional clinic, where almost three times more people are currently being served than provided for by the norm. Our priority task is to build a district clinic in Dyklim for visits, this facility was included in the program for years.The issue of inclusion in the targeted program for the construction of FAP in the village of Leninaul is being decided, taking into account the quantitative increase in the population and the remoteness of the new residential microdistrict.

As for educational institutions, our typical schools were mainly built in the Soviet years. Subsequently, the Hubar school was handed over to the year, now a school is being built on student places in the village of Burtunay, the federal targeted construction program includes a school in the village of Leninaul. The situation with preschool institutions is worse. For example, in the village of Leninaul, where 10.5 thousand people live, only one kindergarten for 90 places functioned.

In one place in kindergarten in this village there are 17 children. In connection with the current problem, the leadership of the district was transferred to the room belonging to the SEC "Druzhba" under the kindergarten. After the overhaul with the involvement of private investments, the preschool institution from October 15 of the current year accepted the children, and funds were found in the budget to finance its activities.

Much attention is paid to the intensification of the cultural life of the region. Cultural institutions have been working in all settlements, but in recent years, traditional culture had a tendency to decline, so it was necessary to aim the corresponding structures to preserve traditions, way of life, and life of the residents of the district. The Center for the Traditional Culture of the Peoples of Russia was opened, where the hall of exhibits operates.

Here, the products of our artisan, wood carving masters from the village of Guni Bagaudin Dadaev, are set up, the conditions for teaching children to an old craft are created. In the villages of Gertma and Kalininul, historical museums were created under the leadership of former historians Magomeda Dadaev and Asadula Kuramagomedov. Their exposition took prizes at the republican exhibition of museum exhibits.

Along with traditional events at the Center for Culture, the Games of the KVN district league are practiced among schoolchildren in several stages. Under the leadership of the Honored Worker of Culture of the Republic of Dagestan, Marizhat Abdulazizova, the Arbabash folk group, created the choreographic ensemble "Youth of Salatavia". In the House of Culture of the village of Dubka, significant work is carried out under the leadership of the cultural figure Magomed Omarov.

We try to follow the order of the head of the Republic of Ramazan Gadzhimuradovich Abdulatipov, who said that "the culture will live if we can pass it from one generation to another." The level of average real income in the region is 6 thousand. We lose to city municipalities, but among rural areas, indicators are at a good level. The life expectancy of the region’s population is also increased: in the year it was 64 years, this figure is below the average public.

All measures taken by us to improve the quality of medical care, improve the condition of roads and improve the streets, protect the environment, maintain cleanliness and order, expand the network of children's institutions, create new jobs, stability of the socio-political situation, ensure uninterrupted provision of utilities and other factors, are aimed at improving the quality of life of the population.

I believe that our efforts have a positive effect on improving the living standards of every Kazbekovts. I note that if earlier the population left the districts to the city, now our situation is directly opposite. I think that a developed system of education, spiritual, moral and moral-patriotic education, the creation of conditions motivating the positive employment of all age and social strata of the population will improve the well-being of our highlanders.

What measures are taken for the development of tourism in the area? The canyon view from a height of meters above sea level opens in the village of Dubki from the Khachum Mountain. From here you can see the old village of Iha, the old Zubutley, the dam of the Chirkey hydroelectric power station and the reservoir, the depth of m and the width of the km, as well as the significant territory of the district along the left -bank part of the Sulak, where the Salatau mountains are visible on the opposite slope.

In February, by a decision of the meeting of deputies of the district, a gratuitous basis for the implementation of work on the improvement of the observation deck and in order to ensure the convenience and safety of tourists as part of the implementation of the state programs “Development of the tourist and recreational complex in the RD for years”, the land plot, with a total area of ​​5 square meters, was transferred to Dagestan.

Of the approved 60 promising projects to create tourist clusters in 39 constituent entities of the Russian Federation, according to the results of competitive selection for inclusion in the FCP in the territory of the North Caucasus, 6 of the most promising clusters are selected, 5 of which are in Dagestan. Among them, the construction of the tourist and recreational recreation complex "Almak".

The administration has developed a comprehensive plan for the creation of a prosperous climate in the interethnic environment in the villages of Leninaul and Kalininul, where Avars and Chechens live. But most importantly, this is a living work among the population: we study their problems, try to anticipate possible issues, carry out preventive actions, pay great attention to the education of tolerance among young people and schoolchildren.

But in general, the situation is stable. I wish everyone to find a worthy application to their abilities and live life, not forgetting that there are never big things without great difficulties.
