We served the drilling, geophysical control of Samotlor and other deposits of Western Siberia. The volumes of commercial geophysics in the middle of X in Nizhnevartovsk were unprecedented: it was necessary to serve drilling and introduction of up to 7.5 million m drilling wells and conduct geophysical control over the development of 16 thousand wells only on a dump. Despite the huge production load, the Nizhnevartovsk geophysicists used all the modern scientific and technical achievements that existed in the Soviet Union and the world on Samotlor.
Samotlor was a platform for the introduction of the entire advanced and new in the geophysical industry. Under my leadership, it was possible to create and introduce a digital registration system for the carotage on Samotlor wells for the first time in the USSR with subsequent processing of data on computer and automate the process of fishing geophysics. Subsequently, this system was introduced at all industrial and geophysical enterprises of Western Siberia and other oil producing regions.
In the year, I was invited to Moscow to the USSR Minnepteprom to the post of chief engineer of Glavneftegeophysics of the Ministry to manage and oversee R&D, research, design, and industrial geophysical enterprises of the Minnefteprom. A little later, since the years, he worked in the Goskomegeology of Russia, led the development of geological and geophysical enterprises of the oil and gas industry.
In years, I was appointed head of the Main Directorate, and then the deputy minister of fuel and energy of Russia. During this period, the sphere of my activity included the development of new oil and gas regions of Russia, the Nenets district, eastern Siberia, Sakhalin, and shelphic projects; management of the Central Commission for the development of oil and gas fields of the Central Criminal Code; management on behalf of the Government of the Russian Federation projects Sakhalin -1, Sakhalin -2, Khariaga; Preparation of SCP projects in Samotlorsky, Romashkinsky and other deposits; work with the State Duma on the development of subsoil legislation; Cupporting exploration for oil and gas in Russia.
Then, in the years, the Ministry of Energy proposed creating several holdings on the basis of exploration and geophysical enterprises. At the level of the Russian government, the initiative was not supported. Nevertheless, we managed to protect the Russian market using certain effective measures. We began to purchase Western technologies and equipment, in order to transfer advanced experience to our enterprises, which allowed them to be competitive against the background of the leading positions of foreign companies - Schlumberge, Wesurford, etc.
In the early X, state policy changed. People who care about other values came to the place of professionals, then it was laid for the absorption of the Russian oilfield market by Western companies. This was the first alarming call to which no one paid attention to. As a result, today there are the remnants of Russian companies and large transnational corporations in the service market, which every year increase their share in the total volume of the fuel and energy complex of service services.
Thus, transnational companies, in fact, have direct access to strategically important information. At one time, I wrote more than one letter to the National Security Council that oil information is strategic. Therefore, it is necessary to close to foreign companies access to processing seismic data, their interpretation, etc. The maximum that can be given to foreigners on a contract is operational drilling.
The state is obliged to protect the interests of Russian companies. Indeed, strengthening the positions of domestic machine -building and service enterprises, the government increases national security.
I had a chance to take a direct part in the development of the development strategy of up to a year, including for the first time, work was carried out on the systematization and distribution of the subsoil fund. We summarized the data on the levels of production, reserves and forecasts for all companies and institutions that had at our disposal. They took into account the distributed and retained subsoil funds and, as a result, drew up a program, according to which the level of oil production should not exceed a million tons by the year.
This volume fully satisfies the needs of the country, even with excess - million tons can be exported, and this is taking into account the alleged growth of domestic industry, the exit of the economy from stagnation. In practice, at the end of the year, 2 million tons were mined. This means that now we occupy oil from future generations.I am firmly convinced that the organization of the management of the industry from the state should be built precisely on the principles of statehood - the protection of national interests, rational use and increase of the country's wealth, whose lion's share is still formed by oil and gas.
And I believe that the experience - my and my colleagues - will help adjust the development vectors of the oil industry in Russia. The point of the first operational well on the Samotlor structure was determined on the terrain by Mukhametzyanov R. for the wiring of wells, determining the collector properties of oil layers, their autopsy, and control over the development in Nizhnevartovsk, the MPGK was created, which later turned into a trust and further into two associations: “Nizhnevartovskneftegeophysics” and “Special Neftegeophysics”.
The first carotage on P - the first mining well - was carried out by Zudilin N.
